I have the folowing question:

When you make the ships, goods and harbour file empty and you put all in the adon file, the game will act normal or is this not posible?

For the ships that works fine!

Harbours and Goods i have not testet finally!

for goods like passengers there might be some absolute numbers in the program also ballast is a special one.
