Rescue The Liferaft - How To Proceed

Up to now I never made it to rescue the shipwrecked!
In former times they were too fast, outrunning my 20 kts vessel, or now I am too fast, crashing the raft.

This time I was very carefully, approaching with lowest speed possible and staying alongside the raft at a very close distance for several minutes, chance for the shipwrecked to take the ladder and come aboard. Nothing happend. Then I tried to go even closer - crash - blub blub.

Again a status point gone.

What do I have to do, to persuade the occupants of the liferaft to come onboard, how do I complete the tastk?
