the legality of a freights

i've got a suggestion regarding the freights.

in the xml file threre is a parameter <handelskrit>
what does he mean. does it define if a freight is more or less
legal/illegal to carry?

i ask, because i think that it would be great if one could
set the legality of a freight. at the moment one can e.g.
carry Bearsies freight hemp without coming in trouble at any time.
if you could set the freight as hardly illegal, there could be a risk of
becoming locked by the toll, as you have alredy if you pick up
one of the 'normal* poc smuggling goods.
