nebel and ortswartezeit

Could anyone please tell me what these two entries mean in the harbor.xml..

<nebel>

and

<ortswartezeit>

What difference would high and low values of each have on the game?

nebel means the probability for fog
and hafenwartezeit ist the witiing time (mean) for discharging and charging vessels in days at the harbour 8late we will have fractions)
