an engine might work longer without repairs, while the hull of a ship might night need more care (painting etc.) (or is it the other way around? .

so how about breaking the overall conditions into multiple categories of repairs/conditions.

example: hull/structure, engine, electric

seems like a lot of work for little effect.
Usually upper management cares little about the specifics of maintenance, only the engineers and technicians do.

as above. And paint jobs are often done by the crew itself. Difficult hull and motor maintenance is done in a shipyard and at the same time (dry-docking twice is kinda expensive).
