Boston, Cleveland and other Northamerican ports

Hello
I'm Interested in working on these ports for the game, however I'm uncertain on how exactly I should go about it. I have the description of the XML file, so I'm good with that (I think.) MassPort (the administrator of Boston's port) has a nice website with statistics. http://www.massport.com/ports/about_ports.html
I'm not sure how to represent this data in POC. How do you decide what the shipping rates are? Any assistance would be appreciated.

Cleveland I did myself a fortnight ago (see below).

As poc is played over a long period (decades) I believe that actual shipping rates are of less concern. If I have no further information I simply choose 100. For Cleveland as part of the Ohio grain belt I decided for lower rates, but I am not sure if my guess is right. POC is still a very interesting game but it cannot be used to deliver information for a dissertation.
